Sort of but not exactly. Technically women have a higher core temperature on average. Men seem warmer because testosterone increases the development of the cardiovascular system, which boosts blood flow through the body. That causes the extremities to have a temperature closer to the core body temperature. Men seem warmer because of that, while women likely have a higher core temperature because their bodies are trying to warm their extremities, or just because they are losing less energy from their extremities.

Can confirm, lived with a trans person for a little bit, and back when we were in highschool pre transition, she had a comfortably temped room, while after transition in Uni, some days, the thermostat nearly killed me (though in her defense, I think she expected me to be out of town or at my folk's place).
