That’s hardly true, just because certain characters lose their focus that doesn’t mean they’re gone forever. Shiina came back after the threesome and Akito arc to have a story arc of her own during which Akito was still a relevant character, then Agawa came in like a wrecking ball after largely being absent from the plot in a good while in-order to create the conflict for the current arc.

Actually, Shigemi herself was an unnamed background character in the very first chapter of the story before Shiina and Akito appeared, briefly appeared again 20 chapters later with a name, and then a whole 50 chapters later Takeda Super finally plucked her out of the background and she became a pivotal character.
