They can seal area off as it's in fixed location, the mascots can't leave the grounds and it's passive unless someone enters it. So it should count as 'safe' under the containment guidelines. (Note I'm just going by what's presented in chapter, haven't read the full JP article)

The whole classification of SCPs seems to be the most difficult thing for new readers to wrap their brains around.

In the SCP text, it mentions that the anomalous properties of the park only activate if

• There’s a parent
• Who is with their kid
• And both have the tickets

As long as SCP blocks off access to the park and confiscates people’s tickets, it’s not gonna bite.

As long as it never move or creating negative around the environment (except some SCP do but classified safe because same containment procedure by just never interact to it), it will marked safe.
