Could be even worse. Her mother could have gotten involved with someone that turned out to be so bad that she wanted to send the girls far away to somewhere the guy couldn't track them. I doubt this manga would go through a route this dark, but I've been deceived before.

My guess is that the mom is involved in a mess related to their dad, either he’s a bad guy and a menace for the girls, or is family is dangerous or such. She would have hidden her daughter from her daughters, saying he’s dead. But now that he’s found where they lived in England, she sent her daughters far away to protect them.
