Sort answer, yes it is still ongoing.

Longer answer. The original publisher stopped publishing. The artist retained the rights and continues the manga, but it is now self-published. You can't even buy the original tankobons anymore. So the volume count will never increase. The latest chapter to be release was 77 part 2 (December of last year). But the mangaka had some trouble with the site he was using and has switched to a different site.
