What's tokuryu mean?

They're freelance criminals. Toku being short for Tokumei (Anonymous) and Ryu for Ryudo (Fluid). Meaning they're essentially like air. No associated org to tie them back to, they often don't even know their teammates unlike Yakuza and criminal orgs of the past. They'll do whatever for the highest bidder or just for fun and be on their way. If they get caught, the likelihood of anyone important in the hiring organization getting caught is slim to none because there are (again) no breadcrumbs to trace back.

It's a very simple trick, you hype up a character just to introduce an unexpected new character who can kill them, to show they're as strong or much stronger than the guy who was MAYBE as strong as Yotaka

meaning he did do something to himself first? like to put himself in a trance so the poison won't work so well?
they should at least check his pulse first before declaring him dead.
