For the people who are confused I'll do a quick recap. He got a bracelet that lets him use the ability of the ghost that he puts in the bracelet a couple chapters ago from the goth exorcist loli when he visited a shrine to get more info on ghosts. If I remember correctly the bracelet lasts about 3 minutes before ejecting the ghost and entering a cooldown with that ghost but he can put in other ghosts. Now onto the current situation, Nirasawa was knocked out while taking out another girl and thus couldn't fight in this final battle. He used the soul of the writer ghost to use his ability 'desu ex-machina' which is an ability that quite literally forces a plot twist that may or may not be good for the user. As a result of this power, the ghost of the girl that used to possess Nirasawa repossessed her and woke her body up to join the battle. This also freed up the ghost of Nirasawa so that he can use her ability by putting her in the bracelet.

I'm talking about how will Hiroto avoid scrutiny from the council/government since(in their eyes) he used multiple abilities in this fight, which is extremely rare for a user to do (his stepsister is the only known triple user).

Ohh right. I do remember that it was someone else inside her, but I was confusing Akemi (the one inside her) for the ghost who's hugging him before he did that last fusion. So I was like, 'if it wasn't Nirasawa and wasn't the ghost who's usually inside her, then who was it'?

Für alle, die es nicht mitbekommen haben, hier eine kurze Zusammenfassung: Er hat vor ein paar Kapiteln von der Gothic-Exorzistin-Loli ein Armband bekommen, mit dem er die Fähigkeiten des Geistes nutzen kann, den er in das Armband einsetzt. Das Armband hat er erhalten, als er einen Schrein besuchte, um mehr über Geister zu erfahren. Wenn ich mich recht erinnere, hält die Wirkung des Armbands etwa drei Minuten an, bevor der Geist ausgestoßen wird und eine Abklingzeit beginnt. Er kann aber auch andere Geister einsetzen. Nun zur aktuellen Situation: Nirasawa wurde bewusstlos, als er ein anderes Mädchen ausschaltete und konnte daher im finalen Kampf nicht mehr mitkämpfen. Er nutzte die Seele des Schriftstellergeistes, um seine „Desu ex Machina“ einzusetzen – eine Fähigkeit, die erfunden eine Wendung in der Handlung erzwingt, die dem Anwender Vorteil erreichen kann oder auch nicht. Durch diese Kraft ergriff der Geist des Mädchens, das Nirasawa einst besessen hatte, erneut Besitz von ihr und erweckte ihren Körper, sodass sie am Kampf teilnehmen konnte. Dadurch wurde auch Nirasawas Geist befreit, sodass er ihre Fähigkeiten nutzen kann, indem er sie in das Armband einsetzt.

Das ist Perfekt wieder gegeben. Außer bei einem Aspekt des Seelen Tausch von Nirasawa durch Akaemi. Erfolgte nur, weil Nirasawa beim Kampf ohnmächtig wurde. Durch die massive Gewalteinwirkung wie bei Akaemi als sie den Körper von Nirasawa noch übernommen hatte. Das bedeutet, wenn ein Körper von einem Geist einmal besessen worden ist, bleibt eine Verbindung zwischen der Person, die von den Fremden geist besessen war, denn Geist der von ihr Besitz genommen hatte. Das ist ja auch der Grund, warum Nirasawa den Geist von Akaemi überhaupt dauerhaft sehen und hören kann. Aus diesem Grund ist es egal, wehr von den beiden die momentane Kontrolle über den Körper hat . Die Seele die den Körper kontrolliert verliert die Kontrolle, wenn sie das Bewusstsein verliert. Dann übernimmt die andere Seele das Ruder.
