While most people know nowadays that Marie Antoinette never said that, it is less known that this sentence (qu'ils mangent de la brioche) actually comes from Les Confessions, a self-biography by Jean-Jacques Rousseau in 1782. In this book, "a great princess" apparently said this quote upon learning that the peasants had no bread. So if that biography is to be believed, some out of touch aristocrat actually did say that, just not Marie.

This is however not something that Rousseau claims to have witnessed himself. It is clearly secondhand or proverbial. Similar stories have predated Rousseau in European folklore, often used to critique elite ignorance. There is one from Germany in 1596 for example, where a noblewoman said "why do the people complain and suffer hunger? There are rolls, bread, butter and krosem (a type of sweet bread) for sale in the market; with that they could repress and quiet their hungers."

Anyway, by the time Rousseau's book came out, Marie Antoinette was only about 9-10 years old, still living in Austria, so it could not have been referring to her.

The specific link to Marie Antoinette didn't appear in print until decades after the revolution, and her execution in 1793. One of the first known attributions came in 1843, when Jean-Baptiste Alphonse Karr connected it to her in his publication Les Guêpes. People in the region had been (rightfully) upset at at royalty for hundreds of years at that point, so it is no wonder that they would tell the tale of how Marie would have said such a thing after they had killed her and her ilk. The guy that transformed was the thug that Noel cut the nose off of at the start of the series, and other Noel is the Samurai ex-slave that he liberated and hired during the mafia successor arc.

About the last page, you can complain about the wording but One Piece is the same way. The strongest members of the Straw Hats are Luffy/Zoro/Sanji/Brook/Robin/Loki, and while the rest are strong as well they're not main-character tier.
