I dig her. She's remarkably consistent the whole way through, and her motives are honestly understandable, and she's as much a product of Alfred's treatment of her as anything else.
She simply wanted to be by his side and for him to focus on her. He made a conscious decision to ignore her, pursue his obsession with pirates, and we see in this very chapter that he effectively abandoned her, and then expected her to simply wait around for him while he went gallivanting about at sea chasing his own demons.
I don't really fault her for not sitting still. That's never been in her character, and she's willful enough to simply go out and grasp at what she wants - namely, Alfred. And if the only thing he seems to care about is pirates, well.
Becoming a pirate makes logical sense, at that point.
This reads like a tragic love story more than anything. Alfred has this static image of his "childhood friend" and he just assumes she'll meekly do what he says and sit and wait like a pet. Alfred even tries to "throw her a bone" in this chapter with his "I'll take some shore leave and we can hang out for a couple days", like he's doing her this favor - and he's missing the point of what she wants, even as she spells it out for him.
He's not "underestimating" her. He's just not actually seeing her, and that's on him.

If Lily was a "violent badass pirate captain", Al would just put her down.It'd have been way better if she really was some violent badass pirate captain, and they had the whole enemies to lovers thing. Feel like the author wants to have her cake and eat it too by making her not be that, but also play off the tropes of them being on opposing sides.
