The FMC is decided from the outset, so the author rarely ever feels the need to try when it comes to their actual character or chemistry with the MMC; conversely, the other heroines have to actually make an effort in the story to even seem like a "threat" to the FMC, so their characters get expanded, they get proper arcs, etc. and they just naturally end up being more interesting as a result.
