She's the one that said Allen reminded her of her of the character and she requested the BL doujin in Ch 16/17. She also gave him the Hakuba merchant alias (since he wanted to keep it separate from the brigade).

TCGs have specific card quantities made for every card, and the amount he buys is a drop in the bucket for the amount needed to have a good pool of cards for proper deck building. And it feels like this plot line has taken over the story entirely.

In an earlier chapter even Allen questioned that too and we never got an answer, only speculations from him like how it could be work of some sort magic

That was Saioji's backstory, found in the woods, chased off a cliff. There's a history of people just popping over from Japan, and there's lots of reincarnators around. It's not unusual for them to be spreading their culture around.
