The UN/NIN suspect the bottom of the High School is somewhat a shrine to Koji. That’s why NIN laser strike the school (along with trying to kill that bear doll guy, many knowing sides use it for their own purposes).

PM is now working with UN, so UN asked the PM to ask to bear flower, so UNs(like tall guy and Kato) can go in there and see what’s really going on
