Well that's how some stories go but I wonder if they do pick out some vulnerable ppl and "promote" them quickly to instill confidence and brainwash their loyalty faster if they're someone that's not usually capable/mediocre and wouldn't have gotten far in their other ambitions versus someone too cunning
