Basically it's saying that the latest volume no. 13 (of the manga) is currently being sold.

Completely disregarded the 単行本 (tankoubon) to show it's about the manga.
号 wouldn't be the correct counter for episode numbers.
発売中 describes something being on sale, instead of airing.
