I think that, and a few other lines, are supposed to be passive tense.

i.e. the king is asking if Dogora is doing this because Shia seduced him.

another line is the part about extra mode, it should be that Allen was thinking since beast king got into extra mode somehow, there's a way for Shia to get there too.
