The barrier in between duchies does indeed block or at least inform the archduke of something crossing the border as long as it has mana . Most likely it flew to the checkpoint where their own people received and send it out again after it crossed 'legally'

That is Veronica, Bezewanst's sister. And the fat dude is indeed the Toad (Bindewald), as Bezewanst was executed (i initialy thought it was Bezewanst).

I like this and part's 4 art so much more (part 4 being the top, 3 for being goofier)... Now the anime resembles part one more, which I am not liking at all.
I am leaning to believe part one art's popularity is simple imprinting, as it was the original art, i had no such attachment as i read everything at once after the anime.
