It is part of his exiled skill. He originally was just able to visit the previous worlds he helped after a set time period. Only after he went back to the "white room" after his return to Tia's world that he wished for a way to make things better. Then the room/god/whatever being in charge gave him the ability to effectively do New Game+ for each door/world. Every single door is reset and they start at the beginning of their journey instead of continuing from when he left or a set amount of time.

I was wondering the same thing. So long as the world is saved and he is able to get banished from the hero's party it should all be good.

Also two heroes makes more sense as a change in my mind since Waffles alone did save the world but lost his heart so maybe....Doben is Waffles heart now so he never has to lose it and they beat the voidlings together, paw in paw!

I also think it has to be something like that. Except the way they did it breaks Waffles.
We know he is supposed to be the hero (who probably can save the world) and others know he's at least very capable. What that minister guy said about "a hero can't be just strong" wasn't wrong and Waffles has lots of good qualities.
Not much information was provided but it was definitely not a good decision. Maybe they were desperate or it was rigged by the demon lord or other humans.

That's possible but might be a bit too cliché. Personally I'm on team Waffles.
This does ask for a question: why can there be only one hero? If the title has to be unique then ok but these two can team up or make a party, right? If that's possible then why does it matter who wins or loses? Why put so much effort to make the strongest and second best guy lose when you can just make them both go together? Could there be special conditions required to save the world?
Is the tournament more like a tradition for leadership or is the whole thing rigged?

The minister and the kidnapper are used to deal with humans in a respectful manner, as they address them as "Humans" not as "Non-Furs" (slur in Animalia) possibly they already had conversations with some people within high ranks in the human side to begin a pact of equality, and they need someone strong but at the same time refined, polite and enough educated so he doesn't behave as a barbarian/brute to appeal the human side, so they can show that they are strong but not unreasonable (very difficult to achieve in a civilization whose culture is "Strength is Everything and Warrior's Pride") and there isn't a better candidate that the Hero, Waffles fill all those requirements.

Notice the minister's change of opinion regarding Doben when he stopped his attack and regrets not having known it sooner, this due possibly all the political arrangements already are done under the name of Waffles, if they know early that Doben can be reasonable then they would have put him in as their representative.

Another big hint is when the minister says "A Hero who's just strong isn't good enough" and while everyone including me dislike him for kidnapping Doben's Sister, we all know that his words are 100% true.
