How likely is it that their fight ends in a draw and this world will get two heroes?
I feel like it's fairly unlikely, mostly because Doben doesn't seem to be the type of guy who would accept a draw in these circumstances. He may have more respect for Waffles now than in the previous iteration of the cycle, but he's still ultimately out to prove that he's the best candidate to be the Hero. He'll accept victory, or he'll accept a fair loss, but a draw? Not happening.

Likewise, in this new iteration of the cycle Waffles is a lot stronger, but more importantly, more confident in himself and his ability. So he's just as invested in Doben, and also unlikely to accept a draw.

I wouldn't object to them teaming up after settling the question of who's strongest, and now that there's a chance for them to establish a bond of trust and mutual respect, that feels like a probable outcome. But if the manga is going to buck the "only one Hero allowed" trope at some point, I don't feel like it'll happen here just because of how much else is already going on in this arc.

Not a draw by judgement, but a draw by simultaneous KO kind of deal. Either that or a very close win for Waffles by technicality.

This way, Doben will concede as he sees Waffle's potential, but Waffle's pride wouldn't allow that. Here's where we get the "dual heroes" or "party invitation" scenario. Then with Minister Brute's motive coming clear (I don't think it's politicking, prophecy seems likely), and recognizing the strength and mutual respect of both candidates, he can step in and break tradition with political power.

I love this manga, but there is a plot hole that has been on the back of my mind. In that first world he went back to, time did not restart but in this second world and instead it has been 10 years since he left. In this second world it went back to before he met the hero, hopefully he can explain why it did that and how he knew it would do that.
I think you missed or probably forgot the major turning point of the whole story that MC use skill to redo everything. This includes every world, not just the first one.
