I am trying to understand Luna. Perhaps she despises Watari because Watari manages to be simultaneously strong and timid? As experimental child super soldiers, emotional sensitivity was likely a trait that neither of them should have had. To Luna, who has been conditioned to become absolutely ruthless, Watari might serve as her one link to humanity. This desire would have only gotten stronger as Luna got stronger in space alone, until she became the planet-conquering force of nature she is.
It seems like Luna only has a rudimentary understanding of affection: her 'love' is clearly possessive and centered around strength. The collar is proof of her love towards Watari, because it makes Watari into one of her pets.
Luna probably hesitated during her advance for several reasons. The focus on the collar on page 10 suggests that she realized how Watari is only going along with her whims because the power-stealing collar is rendering her powerless. Watari is actually quite strong, so Luna's does not really possess Watari. Moreover, Luna likely faltered because she was about to violate the person she envies for remaining pure amidst Earth's final wars. Again, Watari is probably her last link to humanity and purity.
When Luna cannot get Watari to love her in return – Watari already loves Ridley – she throws a tantrum, and ends up going ahead with the intercourse anyway.
