We are pretty sure the original author (Kuroi Ransuke) isn't working on this anymore. The original artist (Momota Tetsu) IS still working on this and he is now writing as well as drawing.
He does have health problems.
He has posted a new chapter this year. Chapter 77 part 3, which was posted in March.
Instead of making new post on twitter, he seems to like to update the profile banner with new information. Another chapter, 77 part 4, is expected any day.

On page 22, Domestica is saying "Ciao" (Italian for "Bye"), not "Chao".
By the way, Domestica Nove means "Servant Nine" in Italian; in fact, there's the Roman number 9 on the tray she has.
