I think it's explained better in the live action for this scene specifically. Kujou only points it out in a single bubble lol. But Sogabe knows how things work in the criminal world. If you look at chapter 5, he goes through all the patterns of what each customer is like etc., so he's not totallyyyyyy dumb.

you dont need to be a genius to understand how trafficking works, especially when you're forced to do the low level, risky work yourself. I think mibo knows better than getting involved with sogabe when he's that close to the cops.

You need to be pretty savvy to somehow leak Intel that was supposedly only known by the fat dude about future supply reups, while stuck in prison, and frame it as the fat dude leaking it and not yourself

Dude saying he wanna remove his tattoo was a clue but I thought he was just acting, guess he is just too street smart, no need to be anything else and being street smart does involved a lot of book smart/nerdy stuff.

everyone underestimated his intelligence just like the social worker lady and that was the key. fat dude was careless about him and made sogabe do high level carrier stuff that he himself should do to keep confidentiality, like the supplies from Brazil through the mistress disguised as cosmetics. If he was made to pick it up once and set it to for sale he would know everything. mibo too believed sogabe was too stupid to leak and having kanemoto escape jail time only reinforced that. at best he would try to look for sogabe once he's out but the social worker might make it hard.kanemoto was the one who screwed himself.
