Have you somehow never encountered kemomimi-chan (often abbreviated kmmm-chan) before? Their artist loves making all kinds of silly little gifs, stickers, and other things, of which the wiggle used here and by Sullieman is one of them, but definitely not owned by him in any capacity. Also, really? Downvoting all the comments pointing out the origin of the mascot? How about you just learn to get your sources gracefully. Trying to gatekeep an idea like the silly deranged comments in the credits is a really dumb hill to die on.
