The tag can still be added later, it wouldn't be the first time a manga starts without it only for it to be added halfway through the story, one can only ask people who read the novel if it turns into harem or not.

I wonder that myself, but I also wouldn't be surprised if it ends on getting added on later. I say best case is that Pas plays match maker, worse case is that the princess gets engaged to Pas/Starts pursuing pas romantically, and in the middle case the princess befriends Pas and/or Josie.

Also, this may just be me, but them bringing up Josie still being unengaged feels a bit like foreshadowing. Imagine if she gets engaged to the princess. It's unlikely, but it still would be interesting.
