The charm IIRC only works for those who find Amy attractive. In previous chapters, the Prime Minister was another one who wasn't affected by Amy's plea and he was just pretty much ordinary but hard working man there.

Having read the WN, another aspect of Amy's brainwashing is that you have to have some form of 'positive' feeling towards her, be it lust, pity, or basic attraction. So something as simple as "she's got a cute face" or "oh the poor thing" is enough to ensnare men. That's why her charm ability doesn't work on Allen or the prime minister, since they straight up hate her and have zero good will towards her.
