You know what? Props to our guy for refusing to take advantage of her when she's drunk, whether he sees her in that way yet or not. He might be driving her nuts, but he's being really respectable. I'd really love for more interactions outside of the izakaya, though, because I want it to be absolutely unambiguous when he does finally come around.

To be fair, she's also putting up some obstacles for him. Being drunk can put off a gentleman, especially on top of the age gap. Taking a drunk college girl home when you're over 30 can ruin your life. I wonder if she needs to meet him sober and be more earnest instead of teasing. They can slowly meet each other's friends, build up his reputation as a non-creep, and eventually their peers will be asking when the wedding is.
I don't see how it would ruin his life at this point, after they have repeatedly spent time together in public, but he doesn't seem like the kind of guy who would do anything much with a drunken person. Having their first time when she's too drunk to stand straight would be pretty poor taste, anyway, and it could afterwards leave him with some doubts about the full consent.

Just need to have someone witnessing him taking her home drunk and reporting it for it to end up in court and even if the court finds no wrongdoing, the social damage is already done and the gossip will ruin him.

What is he? A married, cheating movie star or politician? He's just an ordinary "nameless" company employee. The only way it would lead to anything would be for Himitake to call the police later, accusing him of rape. That has certainly happened in RL and will keep happening, sometimes for a good reason, sometimes due to regret/shame, and sometimes because it was all a trap from the beginning. Without Himitake reporting it as an offense, it would be just two adults have an affair.

You don't need to have status for a false rape accusation to ruin you. And Carnal relations with a woman under influence is considered rape in most cases, even if Himi would consent. All that's needed is a "good neighbor" to report it as such.

Taking a drunk girl home is illegal now? Wow. The streets must just be littered with inebriated women friday and saturaday night. I hope no one trips over them.

I come from a country with such laws and no, alcohol isn’t forbidden in any way or fashion (we are huge wine producers…), it’s just that having sex with someone who took any kind of consciousness altering substance is rape. Fucking some drunk person is the most obvious case, but it would work with LSD too, for instance. Obviously, it doesn’t apply to “slightly buzzed because drank a glass of wine”, but “sloshed enough to not remember where you live” definitely hits the mark.
