That was a decent way of showing the pope's mind. In actuality, he keeps imagining Shiro, the Demon King and others are scheming as much as he is. So he keeps attributing actually logical and convoluted plots that don't exist. Potimas has a selection of both fully biological elves (presumably) like oka-sensei, as well as combat cyborgs. I think at that point they're basically mindless droids though, since he can employ them as enforcers even if he's not directly possessing them.

It would be rather dangerous to have elves with bodies like that without guarantee of loyalty. Some of these cyborgs are among the strongest beings on the planet. The elves mostly follow him but they're pretty vicious themselves and sometimes resentful of his control.
