I don't think this is a case of zero empathy. I think it's a case of extreme empathy run amok. She's acutely aware of the emotions of her victims, and that's what's driving her cruelty.

The phrasing is ambiguous, but that's not necessarily a translation error; it could be that the source was ambiguous. From context, I think it's a contrast between personal values and societal norms. Like, from her perspective, if she enjoys hurting people and no one stops her, is there any reason why she should stop herself? Clearly she doesn't think so.
