I feel like ever since Rakou lost, the author decided to just turn him into Gaira. He's been a lot less interesting for the last two volumes. I prefer how the anime did this by having the truce be established but then fall apart due to Gen'i manipulating events to restart the war

Agree, he supposed to be Rai rival, but a tiger quickly got declaw.. and turn into a loud noisy cat
while Rai growing to be even more cold but very competent leader
