It had been monthly its entire run, but until now, each chapter was posted all at once a single time every four weeks or so.

This chapter was pushed back a good number of weeks largely because the series moved to a half-chapter every two weeks model. We've elected to wait until the full chapters are available before posting anything. The next chapter shouldn't take quite as long.

The series is on break November, so no chapter next month.

Your first observation is correct, the Japanese school year cut off is April 2nd. Saki is literally a single second off from having been the oldest of the next school year, but being born April 1st, she was the youngest of her actual school year.
