I'd rather assume in good faith, but yes, the chances are slim. There was a lot of errors that result in axed series. MC and side characters were deep as a puddle, the setting had holes (nobody would live anywhere near that place, even with cheap rent and the prices of other things countered...

The series got axed, so there is no time for any build up or good plot that was planned originally. Every plot point will conclude under 1 chapter or less, maybe one and a half for the final fight.

I doubt Ijin knows all loopholes and his age gives options to twist his testimony. Being a politician means a lot of money and connections. You can't get both as a good person.
