It's malicious compliance. From the admin's first post the new rule is that depicting sexual activity between minors is not allowed and you're a pedophile if you oppose. So they are being good users and helping the admin get rid of all the icky manga still on the site.
That can't be right since I checked comments by clicking the link from the chapter listing for 6 years before I made my first comment and I had to make a forum account at that point. If this is true then it is a more recent change and hasn't been that way for the majority of this site's existence.
