It seems there's progress in the plot with the inclusion of that mysterious new magical girl. I'm intrigued by Azul's response when she was asked if she liked anyone and replied "who knows"... Is she in love with Utena maybe?

Yup that's the page I was referring to in my second paragraph. There's actually nothing in that image alone that tells us if the girls are dead or unconscious, we just assumed they were killed.
Well, in lack of other evidences to one or another hypothesis, that's a sound assumption. Plus, in a later chapter, Randa is described as a "survivor" from the hunt, which, while not a conclusive evidence, sounds leaning heavily that way.

But they didn't have to kill the girls for Randa to be a survivor. Randa would still be a survivor even if they just captured the magical girls instead of taking their transformation devices or killing them for example.
I think the fact that no one acts the way you would expect them to act if those three really did murder a bunch of girls is what we should be considering more heavily rather than some wording that can be taken either way.

Loco Musica talks about delivering “fatal blows” to the magical girls, but other than that it’s all implied
Implied is a strong word. We never actually see any human's death in this story so far. And we knew how tough the magical girls are. Honestly i don't see any reasons for them to actually be killed
