These assassins are so skilled, they can hide their shoot out in plain sight.
My headcannon is, that the public cant see the shooting and only sees these fights as freak accidents or sudden gust of wind.

If we look back to what the Captain said, it seems there is a leftover desire that wasnt consumed. And its what made him function a bit.
