This really was weird. Too many characters, too little time. Might be better if done differently, but I wonder.

Not really, it's just something I observed from watching all those '70s porn. It means you can take the panties off and on without touching the belts. Very convenient if you need to pee or have a quickie, and in this case, it implies that she's ready to have it taken off.
