Not really, it's just something I observed from watching all those '70s porn. It means you can take the panties off and on without touching the belts. Very convenient if you need to pee or have a quickie, and in this case, it implies that she's ready to have it taken off.

Aside from @pluki7's explanation, another reason is to manage the straps and keep them as close to the wearer's body at all times. If the panties were to go underneath then the straps can move freely and interfere with the outer layers of clothing.

Yeah, it feels like the author is trying to spice things up and it does line up well with a female fantasy (I believe the author is a woman) where it goes just a tad bit too dangerous. But I preferred it when this series stayed close to the safe and sane side of things. As a guy, I just wouldnt find it appealing to choke like that or to consider punching her face, it goes beyond SM. The MC seemed like the gentler and more rational kind of guy throughout the series, but there are moments where I feel like his character is forced into acting like this a bit to satisfy this fantasy in the moment.
