I think you have it right. Kyoutarou is quite good in class room exams, but the big exams are the ones that do him in and where he develops performance anxiety.

Threadly reminder, they’re in middle school (9th grade, age 14-15) and applying for high schools. And the two have an age gap of 6 month, with Kyoutarou being among the youngest in his grade, whereas Anna is smack in the middle.
