"axed" just means it "ends". Which it did.That makes no sense whatsoever! They planned it to have this many chapters to get people hooked to go look into the LN. Stupid!
Or if you want, we can stretch it (as some people use it this way, even if the word itself doesn't need to) to "ends before reaching an actual [satisfactory] conclusion, without resorting to ruining the pacing to achieve it [so no 'conclusions' that are forcefully shoved in just to have one]". Which still applies here. In fact, it does even before adding the qualifiers.
