lvl 5 = king (one who refused to be controlled)Lv5 = elites and aristocrats
Lv4/3 = the middle class
Lv2/1 = the plebs
Lv0 = poverty
In the Academy City (especially this early on in the story), levels are everything. And yeah ''common folk'' while they are on track to be elite members of whatever country they are part of while still being midteens. Like they got the golden ticket to the golden spoons already.
