The girl leading the discussion and then the first two girls to support Mikasa are the ones that she saved from the falling wind turbine blade.

Wow thanks for reminding who they are it been so long since last time I reading railgun I forget some small detail

I like series with a large side cast, it has a nice payoff in chapters like this when characters in the arc reappear. The downside is it's hard to remember all the characters .

The four girls that made the fake Mikasa doll have appeared before.

Sukezawa is the one of the two that tried to stop Yasutoba from attacking Mikagami, and can control calcium.
Enjou was ribbon esper that had her power faked to start the clique war.
Kirifu is the telekinetic failed bully that got caught up in Mikasa and Kiyoshi's arguments (she appears as early as chapter 41).
Ouyang is the esper that can control birds, she helped Kuroko investigate one of the raids.

Edit: I only just noticed you can see Enjou's ribbons going under the table into the fake Mikoto doll in the previous panel.

Anyone know what specifically they feed the AC kids? We really shouldn't be seeing so many cows in middle school.

One could say she has the largest clique, if only she were to throw her hat in the ring. Some of the first years seem to have joined other cliques because they sense that they aren't at least hostile to Mikoto, particularly Misaki's faction.

Even Misaki's faction is at least on paper on good terms with Misaka.

And yeah ''common folk'' while they are on track to be elite members of whatever country they are part of while still being midteens. Like they got the golden ticket to the golden spoons already.

Lv5 = elites and aristocrats
Lv4/3 = the middle class
Lv2/1 = the plebs
Lv0 = poverty

As others have pointed out, this seem to be the establishing moment where Mikoto gets the admiration of the other girls, but I still believe this story is also going to be the moment where Mikoto becomes the lone wolf trying to solve everything on her own and never get anyone else involved. She asked for everyone's help and this is all going well for now, but as they said, if they get caught everyone will have to suffer the consequences.

In the Academy City (especially this early on in the story), levels are everything. The closer you are to achieving Level 6, the higher your status, so anyone within the Level 4 or bellow range would be considered a "failure" or "common folk."

It doesn't matter how much money or status you have, Aleister doesn't care about any of that, it's always those on top that get his attention (hence Kakine being pissed at Accelerator because daddy Aleister won't pay him attention).
