Why is he judging? Because it's part of Hayami's psyops campaign to put some distance in between and to fill their heads with doubts so he can turn Kento into a cuck and Kazuha into his stolen woman. My guess is that a big part of why he's interested in the first place and that he just enjoys the thrill of being a netori MC (NTR from the POV of the one seducing the GF/wife). These two are so weak willed there's not a chance it hell it will fail.
