Nah, import is used correctly here. A bit anachronistic, and awkwardly employed, but correct. A better phrasing would be "It is a matter of import."
Awkwardly employed is correct. As you pointed out in your example, "It is a matter of import" would be a better phrasing that aludes to import referring to importance, and not import of goods. You can't just freely flip between import and importance if the sentence the word is in doesn't convey the meaning behind the word.

"It's of import." doesn't really convey anything, and leaves import up in the air as to its meaning.

"It's a matter of import." would show the intent behind the word import referring to something important, or of importance.
