Okusama wa Mahou Shoujo, probably. Forgot if it was that one or not. Not the best anime, but it works. I just like Inoue Kikuko.

because somebody needs to draw magical girl tentacle shibari, and if somebody with the restraint to stop it before it gets too far doesn't then the author will have to read manga wherein magical girls get violated instead of just tied up
