I read the novel of this awhile back, and here is what I recall of the menu screen:

This is a super gameified isekai in terms of stats and skills. To locals the displayed stats are exact, you reach 0 HP you just die, you can only do fancy things with the relevant skill (the mc amazes the girl when he cooks without the cooking skill.) You may have noticed I said locals. The mc, being from earth does not have stats and skills according to the isekai system right now. However he has his raw abilities as a person whose entire life did not begin under a stats and skills system.

TL;DR: he has regular human powers but no stats.

So basically, he’s just regular-ass skilled, and the ppl of this world never seemed to figure out that you can just train your way to competency? Also, does that mean he’s actually that weak, or is it just a bad case of desync?

It means he is absolutely not that weak, he basically has stats that the system can't register. Re:training: It's the kind of isekai where you choose a class and get skills from that class. The girl he met has an infamous 'trash' class, since it's a class that gets both melee and magic skills. But doesn't do either as well as the classes that focus exclusively on them, and also that class seemingly has no class evolution, so it also deadends you on gaining levels (It's a reach level cap and class evo kind of system.)

I mean, they had translated until Chapter 11.2, but they had kept until Chapter 5.1 free and rest is behind paywall on their website, while only until Chapter 2.1 on MD.
