If a tornado can put straw through concrete, ice piercing a gambeson is nothing as long as it's going fast enough. Let's not forget he's using god-grade wind magic, so speeds like that seem like they should be a pretty simple accomplishment from his side. That doesn't make sense. How does the lack of fragments in the body meet the definition of "non-detectable" fragments? You do realize, that the ice will soon melt, leaving only open wounds right? While I'm aware this only increases the chances of bleeding out, that's not what the rule you brought up is supposed to regulate against.
(Of course, it's highly doubtful that the shards could penetrate even simple gambesons, nevermind actual armor, but let's assume they do, for the sake of the argument).
Never heard of anything like that. Do you mean a plastic straw? Or a piece of wood resembling an arrow? The former is frankly unbelievable, while the latter, well maybe. Arrows could penetrate steel without breaking, given enough draw weight, after all and that's a greater challenge than concrete. If a tornado can put straw through concrete, ice piercing a gambeson is nothing as long as it's going fast enough.
