I second the double border for English & single border for Japanese. If it's feasible to do with the RAWs, then it's just generally a very elegant aesthetic solution to differentiating between the two languages being spoken.I think italic is generally better for denoting a change of speech than bolding. Another font could be a good solution as well, but I wouldn't bother going that far.
If anything, I think the double border is pretty effective already. If you're unsure if readers are aware or not of its meaning, you could put a TL note at the beginning of the chapter or besides the first occurrence stating it.
