Actually there's a vid from 03 or 04 of a SSF2T tournament in Japan (had a young Daigo playing against Salarymen) and it was mentioned that picking Sagat was still taboo. The other 3 weren't really a problem at that time though. Could be possible that a few years later the rules became lax.

This tournament is supposed to be played on a Street fighter anniversary edition, which allows you to play any character from any version of the game. So i think it makes sense to allow the players to freely use any character they like.

You can always pick any character from the game. Its just taboo to pick Sagat for that game. You can pick him but you'd be shamed out of the tournament.

In Japan, picking O Sagat will annoy a lot of people but he is tournament legal. Same goes for Claw. People will talk shit or view it as a crutch. Nobody will really care about Dictator or Boxer, and new Sagat is not "soft banned." well getting tick looped by boxer can be pretty demoralizing but i guess japan prefers throws to getting zoned out

You take whatever you can when you're really playing to win, though. People will play the characters if they aren't banned when money is on the line. Long ago they were banned more often but not so much these days.

Gouki is always banned (for good reason.) So no, you can't really pick any character.

also re: if tournament is being held on anniversary edition then theres no reason to just pick the best characters from Championship Edition: Dictator has a practical infinite + free crusher chip damage, CE Sagat somehow stronger than O Sagat, and Claw still being Claw

Remember that they didnt really choose characters. For them, Street fighter games are something from a museum. They just followed Koharu-Chan's suggestions.
