I thought this was just romcom slop, but the spoilers changed that.

It's more clear in the LN, but he's basically saying someone as popular as her has no reason to be so nice and pay so much attention to someone as invisible as him, who's just "Number 2" (which she also never calls him that which is weird to him). She immediately backtracks whenever she think she might have said something wrong and tries to gauge if she did say something wrong. That's why he thinks she's trying too hard. It doesn't come across as well since a lot of Satou's inner monologue is missing.
