Spray bottle aside, disinfectant can be as simple as a high purity alcohol and clean water. Iodine was also used as a wound cleaning disinfectant. So my WAG would be it's just an alcohol based product.

As for the spray bottle itself, that would be the harder of the two to manufacture. Not just the pump to pressurize the container, but also the button valve, and the spray nozzle take a fair ammount of engineering skill to get right. Not impossible mind you, just difficult.
