No, Tiger was not involved as he was recuperating from his injuries. It was Leon with the help from the Lionheart Society (resistance team who rebel against the Empire) and 3 Dragon Kings (Ross, Claudia and Constantine). They used a memory stone and live streamed the Empire's evil schemes during an important event.

8 Dragon Kings: Bly, Jaggers, Star, Ravi, Hammy, Felix, Walton and Kayla and all 8 of them got their asses whooped by Leon
