So, the story actually does suggest straightforwardly that there have been reincarnators before, or rather people possessing stray memories from Japanese folks. They introduced those 20th century homes and a fiat currency. Nobody introduced firearms, though, which is pretty funny. This also automatically means the people would be suspicious of too mature behavior because they hope to find these "whispered" (to borrow FMP terminology), not because of body snatchers. It's 100% natural the government, and aristocrats in general, would want to seize all of them, to squeeze every last bit of technology and knowledge out of them.
