Victoria might have given Raoul the best answer she could have.
Raoul at this point is the god of the world. If someone doesn't understand this then they are giving Raoul exactly what he wants: arrogance and ignorance. Things that he likes breaking in people.

Victoria might have been aware of everything Raoul has been doing and she understand that being targeted/tested by Raoul is like being struck by lightning. There is no survival. Just accept that death is at your door and abandone all hope of survival or forgiveness.

To put it into perspective: there was never a fair trial for humans anyway. You were 90% sure to end up in Hell.

Victoria's answer is probably how anyone who has been reading this manga would react if they saw Raoul come for them.

To put it in short, Raoul is no longer human, mortal or a mage, he is basically Death.

I kind of want someone to explain this for me:
1) Raoul is a probational God of death. He needs to be acknowledged by the God of all creation to become a god.
2) Raoul has been keeping this illusion on the king for 10 years now. So why is Raoul not aging at all? Is he a god or is he not?
3) You are telling me that for 10-ish years the gods never had a problem with the absence of a Goddes of Love never mind a God of Death!?

If all 3 things are true then this basically is the end of the manga: Raoul destroys all the gods and either becomes the god of creation and recreates the world or he basically rules over it all as the new tyrannical god

Basically these 2 chapters prove that the world does not need gods and that they are more like children playing with toys instead of gods using their powers with wisdom.
